Project definition and objectives
From the outset, the project manager should set clear goals for the design and roll-out of the fibre network, such as the number of households, businesses, and areas to be connected, and the timeline within which the project should be completed.
Scope Management
Defining the scope of the project is essential. This includes the remit of the project itself, the geographical areas where the network will be rolled out, the technology (e.g. Point-to-Point, PON), and the infrastructure required. A clear delineation of what does and does not belong to the project helps to avoid overruns of time and budget.
Budgeting and Funding
One of the first responsibilities is to prepare a detailed budget. This includes costs for surveys, data cleaning, engineering,... The project manager also oversees funding and ensures that the project stays within approved budgets.
Risk Management
Identifying risks
Fibre deployment projects can carry significant risks during the engineering phase, such as delays due to incorrect surveys, insufficient attention to data cleaning, insufficient knowledge of network topologies, tooling,... Our project manager needs to identify these risks and plan in advance for possible scenarios.
Risk management and mitigation
Once risks have been identified, it is important to develop mitigation strategies. This may include creating workarounds, adapted processes or setting aside extra budget for unforeseen circumstances. A good risk management strategy can prevent serious delays or cost overruns.
Stakeholder Management
Internal and external communication
The project manager acts as the central point of contact for both internal teams and external stakeholders, such as in-house teams, contractors, suppliers, local authorities, and others. Managing these relationships and maintaining open communication is essential to keep the project running smoothly.
Time management and phasing
Project phases and milestones
The project manager divides the process into clear phases, such as surveying, data cleaning, engineering and construction. Deadlines and milestones are agreed for each phase.
Coordination of teams
Fibre optic deployment projects require the coordination of multiple teams, such as surveyors, engineers, construction partners and other technicians. Our project manager ensures the right inputs and timing so that each team can work as scheduled and that dependencies between different teams are well managed.
Resources
Resource allocation
Allocating the right resources (surveyors, engineers,...) at the right time and place is a key responsibility of the project manager. This helps to maximise efficiency and minimise waste of time or resources.
Capacity planning
Engineering requires considerable technical effort. The project manager must ensure that all tooling is correctly configured, processes are clearly described and applied, and that sufficient data and human resources are available to meet project requirements without overloading capacity.
Quality
Quality control
The quality of deployment has a direct impact on the reliability and performance of the fibre network. The project manager implements quality control processes, where every aspect of the surveying, data-cleaning and engineering process, is checked for compliance with specifications.
Compliance with standards and regulations
The fibre-optic infrastructure must comply with technical, legal and safety standards. The project manager ensures that all work to be carried out complies with industry standards, and that the appropriate permits have been obtained.
